The Armenian Ministry of the Interior has awarded a major contract to a consortium led by Idemia for the modernization of its identity system. Announced in early April 2025, this project marks a new phase in the development of nationwide biometric enrollment and identity management technologies.
A structuring project for Armenia
This public contract, awarded to a consortium composed of Idemia, Smart Identity, and DACI Technology, aims to implement a comprehensive infrastructure covering the entire lifecycle of Armenian citizens’ identities. The local authorities’ goal is clear: to strengthen the reliability of official documents, facilitate access to public services, and reduce fraud.
The project revolves around the design, deployment, and maintenance of a secure ecosystem. It includes citizen enrollment stations, a centralized identity management platform, and software and hardware solutions tailored to local requirements.
Technological expertise serving the State
Renowned for its expertise in biometrics and secure documents, Idemia will play a key role in the implementation of this project. The consortium will bring its experience in fields such as data capture, enrollment, identity verification, and the issuance of national identity cards.
The initial phases include the installation of systems in several administrative centers, with technical and operational support provided to public officials. The goal is to ensure rapid adoption of the tools and continuous service for users.
